The Chinese steel structures market is estimated at approximately 100 million tonnes annually, remaining a key pillar of domestic steel consumption. However, the sector is experiencing a clear structural shift away from residential construction toward new growth drivers.

New Growth Drivers Emerge

Industrial construction, including industrial parks, cold-storage logistics centers, and data centers, is expanding the use of all-steel frames that ensure rapid assembly. The energy infrastructure sector is expected to become the strongest driver of growth, with solar mounting systems, wind turbines, and substations significantly increasing demand for hot-rolled and galvanized coils, as well as heavy plate.

Transportation and urban infrastructure projects—including bridges, railway stations, and sports facilities—continue to provide stable consumption of heavy sections and pipes. The qualitative structure of consumption is also changing, with the share of high-strength steel grades above Q355, weather-resistant, and corrosion-resistant alloys growing steadily.

Policy Support Accelerates Adoption

Local governments across China have intensified policy support for prefabricated steel structures in recent months. In September alone, Baotou, Foshan, and Yunfu introduced new measures to promote steel structure applications in construction projects. Nearly 20 provinces and cities have issued supporting policies for prefabricated steel structures since the beginning of 2026.

These policies have shifted from encouragement to mandatory requirements in certain scenarios. For instance, Shandong's Pingdu and Jining now require new schools and hospitals to adopt prefabricated steel structures. Taiyuan mandates that government-invested public buildings exceeding 20,000 square meters prioritize steel structures.

Economic incentives are also strengthening. Guangxi offers floor area ratio bonuses for steel structure residential projects, while Zhengzhou's draft policy proposes increasing housing provident fund loan limits by up to 20% for purchasers of prefabricated housing.

Industry Collaboration Strengthens

The industry is also seeing increased collaboration across the supply chain. In August, the Second Steel Structure Building Industry Chain Innovation Achievement Promotion Conference was held in Tangshan, bringing together steel producers, design institutes, and construction companies to discuss technological breakthroughs and industrial integration.

Meanwhile, a high-performance steel structure supply chain technology seminar held in Nanjing earlier this month focused on bridging the gap between laboratory research and engineering practice. Participants emphasized that promoting high-performance steel is a critical path for achieving China's carbon reduction goals, as it enables material reduction and lowers lifecycle maintenance costs.

Market Outlook

Industry experts suggest that as policy incentives compress the cost gap between steel structures and traditional concrete construction, market share is likely to concentrate among technologically advanced and well-managed enterprises.

The growing adoption of modular steel construction globally could also reshape supply chains. A McKinsey study found that modular projects can accelerate timelines by 20% to 50% and potentially yield construction cost savings exceeding 20% as supply-chain players advance along the learning curve.
